St. Petersburgh, February 21, 1911.
The Chinese reply reached the Russian Government this morning. M. Sazonow tells me that the Chinese note passes over in silence the reference made to monopolies in point 3 of the Russian statement of rights, but gives satisfaction on all the other points. He said that the Russian Government would have to raise the question of monopolies again.
The Chinese Government stated in their note that the maintenance of the treaty of 1881, with some slight modifications, which would be matter for arrangement between the two Governments, would be to the interest of both Russia and China. M. Sazonow is particularly pleased with this expression of opinion.
